摘要
随着我国人口构成的演变,基于劳动人口的数量型“人口红利”正逐渐向高技能和高素质的“人才红利”转型。由于劳动力供给侧的结构性改革,我国的经济增长模式从依赖要素和投资的拉动转向了创新驱动,而人力资本已经变成了决定产业结构未来调整、升级和选择新型工业化路径的关键要素。当前,生产力进入新的发展时期,迫切需要在完善人口增长策略的前提下,搭建一个能够促进人才红利扩大的教育思维框架。在进一步深化人才评估机制的改革过程中,需要适应人口和产业结构的新变化,全面发挥人才优势,以促进具有中国特色的现代化发展,实现全社会共同富裕的目标。
With the evolution of China's population composition,the quantity-based“population dividend”based on the labor force is gradually transitioning to a high-skilled and high-quality“talent dividend”.Due to structural reforms on the supply side of labor,China’s economic growth model has shifted from relying on factors and investments to innovation-driven,with human capital becoming a key factor in determining the future adjustment and upgrading of industrial structure,and selection of new industrialization paths.At present,productivity enters a new stage of development,and there is an urgent need to build an education mindset framework that can promote the expansion of the talent dividend under the premise of improving population growth strategies.In the process of further deepening the reform of talent assessment mechanisms,it is also necessary to adapt to the new changes in population and industrial structure,comprehensively activate talent advantages,to promote modernization development with Chinese characteristics,and achieve the goal of common prosperity across society.
