国内外碳减排政策进展与石化行业应对

Domestic and Foreign Carbon Emission Reduction Policy Progress and Response of Petrochemical Industry

目前全球多个国家和地区已作出碳中和承诺,采取包括法规制定、行政干预、市场机制、税收调节等多种碳减排措施,持续推进气候行动。分析国际碳减排政策的发展趋势,同时对近年来我国主要碳减排政策进行梳理,认为石化行业低碳发展面临国内与国外的双重碳排约束,必须合理规划行业生存发展与实现“双碳”目标的耦合路径,在国家政策支持下,抓住绿色发展窗口期,多措并举,加速推动石化行业绿色低碳转型升级。

Many countries around the world have made carbon neutrality commitments and adopted a range of carbon reduction measures,including regulation making,administrative intervention,market mechanisms,and tax adjustment,to advance climate action.This paper analyzes the development trend of international carbon reduction policies and summarizes the main domestic policies in recent years.It is concluded that the low-carbon development of petrochemical industry is faced dual carbon emission constraints at home and abroad,and must reasonably plan the coupling path between industry survival and achieving the dual carbon goal.With the support of national policies,it should seize the green development window and take multi-pronged measures to accelerate the green and low-carbon transformation and upgrading of the industry.
