海南自贸港建设人才引进与培养路径研究

Research on the Introduction and Training Path of Talents in the Construction of Hainan Free Trade Port

海南自贸港作为中国改革开放的重要门户、热带旅游胜地、中国最大的自由贸易试验区、唯一的中国特色自由贸易港,具有得天独厚的地理优势和政策支持,但同时也存在过海交通不便、物价偏高、产业结构单一、人口规模较小等缺点,在吸引和留住人才方面面临一系列挑战,人才引进与培养存在一定的困境,因此,寻求适应海南自贸港建设和发展的人才引进与培养路径具有重要的现实意义。海南自贸港人才引进与培养既需要借鉴国内外的先进经验,又要结合本土实际情况。本文通过整理国内外人才引进与培养的相关文献,对比国内不同省市人才引进与培养的基本情况,分析海南自贸港人才引进与培养的现状及存在问题,并提出提升政府治理现代化水平、加强师资队伍建设、推动引进人才工作高质量发展、全面提高人才培养质量、探索海南生源学生返乡创业就业新策略等路径,旨在为海南自贸港建设引进和培养更多的人才,为海南自贸港建设的人才工作提供参考与借鉴。

As a crucial gateway for China's reform and opening-up,a tropical tourism paradise,the largest free trade pilot zone in China,and the only free trade port with Chinese characteristics,Hainan Free Trade Port has unparalleled geographical advantages and policy support.However,it also confronts challenges such as inconvenient sea transportation,relatively high prices of commodities,a single industrial structure,and a small population size,bringing diffi culties in attracting and retaining talent.There are certain diffi culties in talent introduction and cultivation,so it is of great practical signifi cance to seek a talent introduction and cultivation path that adapts to the construction and development of Hainan Free Trade Port.The introduction and cultivation of talent in Hainan Free Trade Port need not only advanced domestic and foreign experience for reference but also to be combined with local conditions.This paper summarizes relevant literature on talent introduction and cultivation at home and abroad,compares the basic situation of talent introduction and cultivation in diff erent provinces and cities in China,analyzes the current situation and existing problems of talent introduction and cultivation in Hainan Free Trade Port,and proposes ways to improve the modernization level of government governance,strengthen the construction of teaching staff,promote the high-quality development of talent introduction work,comprehensively enhance the quality of talent cultivation,and seek new strategies for Hainan students to return home for entrepreneurship and employment,in order to attract and cultivate more talented people for the construction of Hainan Free Trade Port and provide reference and inspiration for the talent work of Hainan Free Trade Port construction.
