协同治理理论视角下海关服务低空经济的路径研究

Study on the Path of Customs Service for Low Altitude Economy under the Perspective of Synergistic Governance Theory

低空经济作为新质生产力的代表,在全球范围内正步入快速发展期。海关是国家的进出关境监督管理机关,位于国内与国际双循环的交汇枢纽,承担着守国门、促发展的神圣使命。如何打造与低空经济发展相匹配的海关监管服务模式是海关面临的紧迫课题。本文基于协同治理理论视角,梳理低空经济内涵特征及发展现状,分析海关服务低空经济的路径选择原则,研判提出海关服务低空经济的具体路径,既有助于拓展协同治理理论的内涵与外延,也可为“智关强国”行动提供借鉴与参考。

As a representative of new quality productive forces,low-altitude economy is entering a period of rapid development around the world.Customs serve as the national authority for supervising and managing border crossings,positioned at the intersection of domestic and international dual circulation,with the sacred mission of safeguarding the nation’s borders and promoting development.How to create a customs supervision service model that matches the development of low-altitude economy is an urgent issue facing the customs.Based on the perspective of collaborative governance theory,this paper combs the connotation characteristics and development status of low-altitude economy,analyzes the path selection principles of customs service for low-altitude economy,and studies and puts forward the specific path of customs service for low-altitude economy,which not only helps to expand the connotation and extension of collaborative governance theory,but also provides reference for the smart customs construction.
