摘要
数字化协同是未来一段时间我国城市治理体系和治理能力现代化建设的主要行动方向,回答数字化如何赋能协同治理,对推进数字化协同广泛开展,提升城市治理效能具有重要意义。基于协同治理综合分析框架(IFCG)和数字化为协同提供系统化支持的既有研究,构建解释数字化赋能协同治理的“过程—机制”分析框架,采用多重个案研究方法,选取“城市大脑”“越秀先锋”“腾讯文档”和数字赋能志愿服务作为案例展开分析。研究发现,在协同治理的不同过程阶段中,数字化以不同的赋能机制发挥作用,表现为:启动阶段的依赖激活与场景生产机制;运行阶段的双层嵌入、信任强化与知识增长机制;产出阶段的行动赋能、结果扩展与内外适应机制。
Digital collaboration will be the main action direction for the modernization of China's urban governance system and gov⁃ernance capacity in the coming period.Answering how digitization empowers collaborative governance is of great significance for promoting the extensive implementation of digital collaboration and enhancing the effectiveness of urban governance.Based on the Integrated Framework for Collaborative Governance(IFCG)and existing research on how digitization provides systematic support for collaboration,an analysis framework of"process-mechanism"to explain digital empowerment for collaborative governance was constructed.The multiple case study method was adopted,and cases such as"City Brain","Yuexiu Pioneer","Tencent Docs"and digital empowerment of volunteer services were selected for analysis.The study found that in different process stages of collabora⁃tive governance,digitization plays a role through different empowerment mechanisms,which are manifested as the dependence acti⁃vation and scenario production mechanisms in the initiation stage;the dual-layer embedding,trust strengthening and knowledge growth mechanisms in the operation stage;and the action empowerment,result expansion and internal and external adaptation mechanisms in the output stage.
