信用承诺制在交通运输领域的应用及对策建议

Situation and Suggestions of the Application of Credit Commitment in Transportation

2014年,《社会信用体系建设规划纲要(2014—2020年)》开创性的提出了要加强对失信主体的约束和惩戒,逐步建立行政许可申请人信用承诺制度,信用承诺逐渐在各个领域推广开来。在交通运输领域开展信用承诺是激发市场活力,促进社会信用活动高效快速发展的有力保障。本文通过分析各省市已发布的交通运输领域信用承诺制度文件,总结了现行的6种主流信用承诺制度,经过对各种信用承诺制度定义的分析,通过其实施阶段和功能对各承诺制度进行分类,发掘现阶段信用承诺制度存在的问题,从完善制度建设、分级分类监管、行业自律等角度提出后续在交通运输领域发展信用承诺制度的建议。

In 2014,the"Outline of the Plan for the Construction of the Social Credit System(2014-2020)"made a pioneering proposal to strengthen the constraints and penalties on the main body of non-credit,and gradually establish a credit commitment system for applicants,and the credit commitment has gradually been promoted in various fields.Carrying out credit commitment in the field of transportation is a powerful guarantee to stimulate market vitality and promote the efficient and rapid development of social credit activities.This paper summarizes the six mainstream credit commitment systems by analyzing the documents on credit commitment systems in the field of transportation that have been issued by provinces and cities,analyzing the definitions of various credit commitment systems,classifying each commitment system by its implementation stage and function,discovering the problems of the credit commitment system at the present stage,and proposing the follow-up recommendations for developing a credit commitment system in the field of transportation in terms of perfecting the constructionof the system, grading and classifying the supervision, and self-regulation of the industry. It also puts forwardsuggestions for the subsequent development of credit commitment systems in the field of transportation.
