福州都市圈交通一体化发展对策研究

Research on Countermeasures for Transportation Integration Development in Fuzhou Metropolitan Area

2023年是福州都市圈获国家批复建设的第三年,也是《福州都市圈发展规划》实施的第三年。三年来,福州都市圈坚持交通先行理念,发挥中心引领作用,在推进区域交通一体化建设方面不断取得新突破、新成就。本文在系统评估福州都市圈交通发展现状基础上,梳理现阶段“三大态势”和“两点不变”特征,采用SWOT分析方法分析其内部和外部面临的机遇和挑战,并结合优劣势从提升区域交通枢纽功能、加强交通运输衔接、强化交通协同治理、培育综合运输经营主体、完善交通发展资金保障等方面提出下一步发展建议,为促进福州都市圈交通一体化高质量发展提供参考。

The year 2023 is the third year that Fuzhou Metropolitan Area has been approved by the state for construction,and the third year that the Fuzhou Metropolitan Area Development Plan has been implemented.Over the past three years,Fuzhou Metropolitan Area has adhered to the concept of transportation first,played a leading role in the center,and made new breakthroughs and achievements in promoting the construction of regional transportation integration.In this paper,on the basis of systematic assessment of the current situation of transportation development in Fuzhou Metropolitan Area,we sort out the characteristics of"three major trends"and"two points of no change"at this stage,analyze the opportunities and challenges faced by its internal and external aspects by using SWOT analysis,and combine the advantages and disadvantages from the enhancement of regional transportation hub function,strengthen transportation convergence,and promote the development of regional transportation integration.Combined with the advantages and disadvantages,it puts forward suggestions for the next development in terms of enhancing the function of regional transportation hub,strengthening the transportation connection,strengthening the coordinated governance of transportation,fostering the main body of comprehensive transportation operation,and perfecting the financial guarantee for the development of transportation,etc.,so as to provide references for the promotion of high-quality development of the transportation integration in Fuzhou metropolitan area.
