从“双创”视角出发,结合国土空间规划编制的契机,剖析新时期产业园区发展的新目标与新要求,在识别产业园区智能、集群、“双碳”、弹性、人本等特征的基础上,将战略、业态、空间充分融合,从目标指标、规划用地、设施支撑和规划管控等方面提出湖南省产业园区国土空间专项规划的编制路径与规划内容,以期指导编制能践行“三高四新”使命、满足“双创”需求的产业园区国土空间专项规划。

From the perspective of"mass entrepreneurship and innovation",the new goals and requirements of industrial park development in the new era are analyzed.Based on the recognition of the smart,concentrated,low-carbon,elastic,human oriented characters,and the integration of strategy,industry,and space of industrial park development,the key points of industrial park territorial spatial special planning are put forward from the aspects of goals,land use,supporting facilities,and planning governance.It is hoped to provide guidance for the industrial park territorial spatial special planning that can carry out the mission of"three high grounds and four missions"and meet the needs of the"mass entrepreneurship and innovation"in the new era.
