高质量发展背景下村镇工业用地转型的规划策略——以台州为例

Planning Strategy of Township Industrial Land Transformation Under the Background of High-quality Development:Taking Taizhou as an Example

新形势下浙江乡村工业化地区村镇工业用地面临转型发展的挑战,其高质量发展转型规划策略需要从空间、产业、社会3个维度进行精细化设计,以实现协同发展和良性循环。从空间层面总结当前我国村镇工业用地转型发展的4类规划策略,分别是全域重构、有机整合、渐进集中和转型提升策略,深入阐述适用于4类策略的村镇工业用地如何实现空间、产业、社会3个维度的高质量转型,并以浙江台州4个工业型城镇为典型案例,对其村镇工业用地转型发展实践和规划对策进行分析,以期为同类型地区的规划和治理实践提供借鉴。

Facing the challenges in development transition under new circumstances,the planning strategies of industrial land in rural industrialized areas of Zhejiang shall be schemed from three dimensions of space,industry,and society to realize coordinated development and positive circulation.The four planning strategies of current industrial land in townships can be concluded as overall restructuring,organic integration,progressive concentration,and transitional improvement,and the high-quality transition of township industrial land with the above strategies is elaborated.The planning and practice of the transitional development of four typical cases in Taizhou,Zhejiang,are analyzed to provide reference for similar areas.
