技术赋能基层直接民主的新生机遇、实践形式与优化进路

The New Opportunities,Practice Forms and Optimization Approaches of Technology Empowering Grassroots Direct Democracy

技术赋能基层直接民主,是物质技术和思维技术对基层直接民主的基本要素进行改造与重组,孕育新的方法、路径或可能性,激发参与主体能力、加速民主进程并释放民主效能的过程。伴随科学技术革命性突破与人民政治素养的提升,我国基层直接民主事业迎来了新的历史机遇。技术通过赋能民意表达、议事协商、决策制定、执行参与以及监督评估等结构性要素,帮助人民群众实现了更为直接的民主参与。但在实践中,技术悬置、失真、滥用等问题对基层直接民主构成了严峻挑战,可能引发更深层次的政治风险。推动技术手段在基层直接民主事务中得到更好应用,必须在坚持党的领导的基础上,对技术要素进行妥善把控,同时平衡好实践创新与厚植基础的关系、追求效率与妥善监管的关系、制度存量与制度增量的关系。

Empowering grassroots direct democracy with technology is the process of transforming and reorganizing the basic elements of grassroots direct democracy through material technology and thinking technology,nurturing new methods,paths,or possibilities,stimulating the abilities of participating subjects,accelerating the democratic process,and unleashing the effectiveness of democracy.With the revolutionary breakthroughs in science and technology and the improvement of people’s political literacy,China’s grassroots direct democracy has ushered in a new historical opportunity.Technology has helped the people achieve more direct democratic participation by empowering structural elements such as public opinion expression,deliberation and consultation,decision-making,participation in execution,and supervision and evaluation.However,in practice,issues such as technology suspension,distortion and abuse pose serious challenges to grassroots direct democracy and may lead to deeper political risks.To promote the better application of technological means in grassroots direct democratic affairs,it is necessary to properly control technological elements on the basis of adhering to the leadership of the Party,while balancing the relationship between practical innovation and strengthening the foundation,the relationship between pursuing efficiency and proper supervision,and the relationship between institutional stock and institutional increment.
