杭州天子岭垃圾填埋场稳定安全控制及生态环境治理实例

摘要 天子岭填埋场作为我国首座符合国家建设部卫生填埋标准的大型山谷型垃圾填埋场,填埋期间面临“超垃圾量、超警戒水位、超承载能力”稳定安全难题,停止填埋后面临封场和生态环境治理难题。在稳定安全控制方面,天子岭填埋场二期相继实施垃圾坝加高加固工程及液气立体导排工程,保障了填埋安全作业,尤其是2016年G20峰会期间日填埋量(8000 t/d)显著超过设计值时。在生态环境治理方面,相继实施两期生态治理工程,其中一期以地下水污染控制为重点,实施了填埋场上游截渗、下游垂直阻隔工程;二期以堆体长期安全整治和生态修复为重点,建设液气导排、封场覆盖、植被恢复及智慧监测等。生态治理工程实现了天子岭填埋场的生态恢复和绿色发展方式转型升级,推动天子岭填埋场与半山国家森林公园等周边生态环境融合。 As the first large-scale valley type waste landfill in China that meeting the sanitary landfill standards of the Ministry of Construction,Tianziling landfill has been faced stable and safe challenges during the landfill period,such as exceeding the amount of waste,exceeding the warning water level,and exceeding the carrying capacity.After stopping the landfill,it would face difficulties of closure and ecological environment governance.In terms of stable and safe control,the phase II of Tianziling landfill has successively implemented the dam heightening and reinforcement project and the liquid-gas drainage project,ensuring safe landfill operations,especially during the 2016 G20 Summit when the daily landfill volume of 8000 t/d significantly exceeded the design value.In terms of ecological environment governance,two phases of ecological governance projects have been implemented successively,with phase I focusing on groundwater pollution control and implementing upstream seepage interception and downstream vertical barrier projects.While phase II focusing on long-term safety remediation and ecological restoration of the reactor body,including the construction of liquid-gas drainage,site closure and coverage,vegetation restoration,as well as intelligent monitoring.The ecological governance project has achieved the transformation and upgrading of the ecological restoration and green development mode of Tianziling,which promoting the integration of the surrounding ecological environment of Tianziling and Banshan national forest park.
