摘要
人才是推动我国医疗卫生事业高质量发展的核心要素,医疗机构作为国家卫生事业建设的重要主体,其在人力资源规划方面的科学合理性直接影响着健康中国目标的实现。资源基础理论注重医院内部人力资源的优化配置,对医疗机构人力资源的科学规划具有指导价值。基于此,文章在对资源基础理论进行简要概述的基础上,详细论述我国医疗机构人力资源管理的现状,并从资源基础理论的资源供给、资源利用、制度保障三维视角提出实施策略。
Talents are the core elements driving the high-quality development of China's medical and health care industry.As an im portant subject of national health care construction,medical institutions'scientific and rational human resource planning directly affects the achievement of the Healthy China goal.The resource-based theory focuses on optimizing the allocation of human resources within hospitals and has guiding value for the scientific planning of human resources in medical institutions.Based on this,this article provides a brief over view of the resource-based theory and elaborates on the current situation of human resource management in medical institutions in China.Implementation strategies are proposed from the three-dimensional perspectives of resource supply,resource utilization,and institutional guarantee in the resource-based theory.
