基于旱灾预警限制水位的广西受旱县应急调度方案研究

摘要 干旱是广西主要灾害,对广西农村生活和农业生产影响严重。为加快推进旱灾应急管理体系和能力现代化,利用非工程措施全面提升广西抵抗干旱的综合防范能力,本文以广西具有城乡、农村集中连片供水及万亩以上灌片供水任务的水库和水闸为研究对象,科学地制定了干旱预警水位、灌溉用水干旱预警水位、灌溉用水干旱限制水位三个水位指标,并结合实际提出了广西受旱县应急调度方案,指导提升基层干旱应急管理能力。 Drought is the main disaster and has a serious impact on rural life and agricultural production in Guangxi.To accelerate the modernization of drought emergency management system and capacity,non-engineering measures are utilized to enhance the comprehensive prevention capability of Guangxi to resist drought.The study focuses on the reservoirs and sluices in Guangxi that have the tasks of centralized and contiguous water supply for urban and rural areas,as well as irrigation water supply for a zone over 10000 mu.Three water level indexes were scientifically drafted including the drought warning level,irrigation drought warning water level and irrigation drought limit water level.Emergency dispatching schemes were proposed for the drought affected counties in Guangxi according to the actual conditions,so as to guide the improvement of drought emergency management capacity at the grass-roots level.
