党建引领基层治理的历史经验与推进机制——基于“组织—服务—空间”的观测视角

Historical Experience and Advancing Mechanism for Grassroots Governance Guided by Party Building:from the Perspective of“Organization-Service-Space”Approach

中国共产党是国家建设与治理现代化进程中的领导核心,基层党组织则在基层治理环节发挥统筹引领作用。深入考察党建引领基层治理的实践经验,有助于厘清实践背后的机制规律、丰富政党治理的中观理论研究,兼具理论与实践意义。本文以党建引领基层治理的上海经验为例,引入“组织—服务—空间”三维观测视角,深入分析在不同时期,基于特定的治理情势和社会境况条件,党何以领导基层社会,组织动员多元主体参与共治。研究发现,通过基层党组织的全域化建设、党建为民服务的平台化拓展、基层治理空间的整体性营造举措,上海逐步巩固党在基层的组织基础,健全为民服务体系,构筑了集“物理—社会—精神”于一体的整体性治理空间,持续推进党建引领基层治理进程。由此析出了以基层党组织为领导的组织驱动机制、以党群服务中心为平台的服务引领机制、以社区领域为场景的空间再造机制,继而为当前党建引领基层治理创新提供了经验支撑和思路启发。

The Communist Party of China is the core in the process of modernizing national construction and governance with primary-level Party organizations playing a leading role in grassroots governance.An indepth study of the practical experience of Party building in leading grassroots governance is helpful to clarify the mechanism underlying the practice and to enrich the middle-range theory research on the Party governance,which has both theoretical and practical significance.Taking the Shanghai experience of the Party leading grassroots governance as an example,this paper introduces a three-dimensional perspective of“Organization-Service-Space”,and delves into how,at different periods,the Party has been able to lead the society in mobilizing multiple subjects to participate in co-governance under specific situations and social conditions.Finally,The paper finds that through the construction of the primary-level Party organizations,the development of platform for the Party building to serve the people,and the overall creation of space for grassroots governance,Shanghai has gradually consolidated the organizational foundation of the Party at the grassroots level,improving the system for serving the people,and building an integrated“physical-social-spiritual”governance space,and continued to push ahead the process of Party building in leading grassroots governance.From this,we can derive the organizational driving mechanism led by grassroots party organizations,the service leadership mechanism based on the Party-Mass Service Center platform,and the spatial re-creation mechanism within the community context.Consequently,these provide empirical support and conceptual inspiration for the current innovation in the Party-led grassroots governance.
