Practice and Thinking of Hospital-Based Health Technology Assessment in Clinical Specialty Capacity Building

医院卫生技术评估(HB-HTA)可为临床专科能力建设提供决策支持。基于以往HB-HTA的实践经验,从临床专科能力建设必需的新技术、人才、器械/耗材入手,构建临床专科能力HB-HTA框架,探索HB-HTA在公立医院发展中的新路径。通过将HB-HTA应用于临床专科能力建设,实现了临床专科能力建设的精细化管理,有利于提高医院运行管理的科学性,促进医院实现成本控制和资源优化。

Hospital-Based Health Technology Assessment(HB-HTA)can provide decision-making support for clinical specialty capacity building.Based on the previous practical experience of HB-HTA,this paper constructed the HB-HTA framework of clinical specialty ability from the new technologies,talents,equipment and consumables which were essential for the building of clinical specialty ability,and explored the new path of HB-HTA in the development of public hospitals.By applying HB-HTA to the construction of clinical specialty ability,the fine management of clinical specialty ability construction was realized,which is conducive to improving the scientific nature of hospital operation management and promoting the realization of cost control and resource optimization in hospitals.
