事业单位人力资源管理面临的困境及发展策略研究

摘要 事业单位是国家开展社会公共服务工作的主要部门,促进了国家政治、文化、经济的正常开展。但是随着我国事业单位改革不断深入推进,事业单位职能定位正逐步由管理型向服务型转变,在转变的过程中人力资源管理问题尤为突出,如人力资源规划不健全、培训机制不完善、绩效考核低效等问题,在一定程度上弱化了事业单位的公共服务职能。基于此,文章立足事业单位的改制发展,对事业单位人力资源管理的困境及发展策略进行了剖析,期望为事业单位人力资源管理的优化提供有价值的建议,助力事业单位健康可持续发展。 Public institutions are the main departments responsible for carrying out social public service work in the country,and they promote the normal development of the country's politics,culture and economy.However,with the continuous reform of China's public institution system,the functional positioning of public institutions is gradually shifting from management oriented to service-oriented.In the process of transformation,human resource management issues are particularly prominent,such as inadequate human resource planning,imperfect training mechanisms and inefficient performance evaluations,which to some extent weaken the public service functions of public institutions.Based on this,the article focuses on the restructuring and development of public institutions,analyzes the difficulties and development strategies of human resource management in public institutions and hopes to provide valuable suggestions for the optimization of human resource management in public institutions,thereby assisting in their healthy and sustainable development.
