基于技术路线图的区域类脑智能领域未来发展研究——以北京为例

摘要 类脑智能为基于生物大脑结构或机制的启发,以计算建模为手段,并通过软硬件协同,实现具备感知、决策等多重接近人类智能行为能力的机器智能。美国等许多发达国家纷纷启动推进国家层面的脑计划。为促进中国区域类脑智能相关产业创新发展,需研究中国未来类脑智能发展方向。基于技术路线图研究方法,采用文献分析法与专家咨询法构建区域类脑智能领域未来发展研究的三级要素/领域研究框架,并以北京为例,对类脑智能未来发展在技术层、产品层和环境层3个层面的未来发展情况进行评价研究。结果发现:北京类脑智能在基础研究、核心算法及部分关键核心技术、类脑芯片领域优势明显,类脑机器人等终端设备未来研发乐观,但产业创新配套、政策落实及科技治理监管需进一步加强。未来区域类脑智能发展,需结合区域优势条件,持续加强关键核心技术攻关,支持企业产品研发,推进多学科交叉融合与创新服务平台建设,加强战略规划与政策支持。 Brain-inspired intelligence draws inspiration from the structure and mechanisms of the biological brain,leveraging computational modeling alongside integrated software and hardware systems to achieve machine intelligence,which aims to replicate multiple human-like abilities,including perception,decision-making,and adaptability.Many developed countries,such as the United States,have launched national-level brain plans.To advance innovation and development in China's regional brain intelligence related industries,it is necessary to study the future direction of China's brain intelligence development.Using the technology roadmap research method,this paper employs literature analysis and expert consultation to construct a three-tier framework for exploring the future development of regional brain-inspired intelligence.Taking Beijing as an example,it evaluates the future development of brain-inspired intelligence across three levels:technology,products,and environment.The results reveal that significant advantages are demonstrated in Beijing's basic research,core algorithms,certain key technologies,and brain-inspired chips.Future prospects for brain-inspired robots and other terminal devices appear promising.However,there is a need to further strengthen industrial innovation support,policy implementation,and science and technology governance.For the future development of regional brain-inspired intelligence,it is essential to leverage regional advantages,continually focus on overcoming critical core technologies,support enterprise-level product R&D,promote interdisciplinary integration and the construction of innovation service platforms,and enhance strategic planning and policy support.
