政府微观规制政策是与宏观经济政策并行的政府干预经济的重要方式 ,为微观经济有序运行提供了保证。本文在对规制成本进行细分的基础上对美国政府规制成本进行了逐项考查 ,同时分析了美国政府规制给消费者和企业造成的负面经济影响及近 3 0年来的放松规制改革产生的收益。这将为我国建立适应市场经济发展及国际竞争规则要求的规制体系提供参考与启示。

Government regulation helps to assure the smooth function of the market mechanism. This paper examined the regulation cost in the United States based on the classification of regulation cost and analyzed the negative effect of the regulation on consumers and producers welfare. The benefits of the deregulation reform since 1970s are also examined. This paper aims to provide some beneficial references to China, which is designing its own regulation framework compatible with the market economy and international competition.
