In the current situation of divided operation, it is necessary for our financial industry to use foreign experience for reference to establish financial holding companies and it is the only way to break through the legal forbidden zone so as to achieve the financial diversified operation. The paper addresses such aspects as the model-design of the financial holding company, the underlying risk, the construction of the internal control system inside a financial group, and the external supervision of financial authorities.
