In this paper the design philosophy of the water turbine governer cooperativdy developed by ABB and KMW of Sweden has been analyzed in detail.Utilizing modern control theory to design electrical and hydraulic cu- bicles as a whole organic system is worth pointing out. Practical meaning of optimal response control is evaluated.
