自今年年初《中华人民共和国国际海运条例》(以下简称《海运条例》)颁布实施以来,受到了业内人士的广泛关注。作为《海运条例》中的重要一项——“无船承运人”也听到了一些异议。据了解,在交通部将《国际海运条例实施细则》(征求意见稿)发布之后,许多老货代企业对无船承运制度的完善性提出质疑,外经贸部也表示会把不同意见提交交通部参考。然而,截止到2002耳10月6日,交通部公布的无船承运人名单已达514家,与今年4月公布的首批29家相比,增长速度之快令人惊讶。那么,对于国际海运市场来讲,“无船承运人”究竟是美女还是野兽?日前,记者专访了交通部水运司官员熊伟,就相关的几个敏感问题进行了深入探讨。
Since the Regulations of the People's Republic of China on International Maritime Transportation came into force, it has aroused great concern within the industry. The article about 'non-ves-sel-operating common carriers' within the Regulations met some negative response. However, by Oci 16. 2002. non-vessel operators have surprisingly increased to 514 in the list released by the Ministry of Communications, comparing to 29 by April of this year. But for the international maritime transportation, whether non-vessel operators are beauties or beasts has met with pros and eons. Our reporter interviewed with an official from the Water Transportation Administration of the Min-istry of Communications on some sensitive issues.
