Political System and CCP: An Analysis Based on Social Restructuring

社会结构转型的深层含义是国家与社会关系模式的转换。对我国而言,社会结构转型就是从原来的国家与政治社会关系模式向国家与经济社会关系模式转换。随着社会转型所带来的社会环境的深刻变化,我国的政治系统必须相应进行调适,其核心问题是处于政治系统核心地位的执政党在新的执政理念指导下,实现执政方式的改变;培育和增强社会与政治系统的“边界”的功能,发展界于社会与政治系统之间的组织体;以中国人民政治协商会议的国家化为政治系统调适的突破口;进一步调整执政党与人民代表大会和国家行政机关的关系;建立国家权力机关与国家咨询机关的体制性关系。

The profound implication of social restructuring in China is the transforming of relationship patterns between state and society. On the basis of analysis of social changes, this paper describes the model of the Chinese political system and puts forward some ideas about political innovations which the Party in power is to carry out. First, it is necessary to cultivate and strengthen the 'boundary ' function of our society and political system as well as develop the organizations between them. Second, it is suggested that the Chinese Peoples Political Consultative Conference be turned from the United Front of the Political Parties into the Consultative Conference of the State. Third, it is proposed that further efforts be made to regulate the relationship between the CCP and the Peoples Congress as well as the relationship between the CCP and the State administrative organs. Finally, it is considered beneficial to establish the mechanism between organs of state power and national consultative bodies.
