试论国际环境公正的基本原则

On the Basic Principles of the International Environment Justice

在国际环境事务中,诸如美国公然撕毁《京都议定书》事件时有发生,国际环境公正问题已日益成为一个突出的伦理问题。解决这一问题应遵循四项国际环境公正基本原则:国家主权与尊重国家管辖范围以外环境原则;共同但有区别责任原则;污染者承担责任原则;可持续发展原则。

Such affairs of international environment as the American shredding of Kyoto Protocol to the United Nations Framework Convention on Climate Change occur from time to time. As a result, the problem of international environmental justice has become a general ethical problem. To resolve this problem, it is essential to abide by at least the following four fundamental principles of international environment justice: the first principle is that of respecting national sovereignty and holding in high regard the environment beyond the jurisdiction of a nation; the second principle is that of bearing common but different responsibilities; the third one is that those who cause pollution should assume responsibilities; the fourth one is that of sustainable development.
