Study on Japan's Strategic Petroleum Reserve

在分析日本国家能源供需状况的基础上,总结了日本石油储备的2种模式,即国家石油储备模式和民间石油储备模式,并分析了2种模式的特点,特别是详细地分析了日本国家石油储备的建设成本和运作成本特点及政府对石油储备采取的各种支持措施。最后指出我国应结合自己特点形成国家石油储备和民间石油储备相结合的石油储备模式。

Based on the analysis of the demand and supply of Japan's national energy,this paper summers up the two models of Japan's petroleum reserves,that is,the national petroleum reserve and the private petroleum reserve.Then,it analyzes the features of the two models,especially their construction cost and the daily operation cost as well as the national supporting measures for the petroleum reserve systems.Finally,the paper puts forward that China should take our own facts into full consideration and form our own reserve models and systems of both the national strategic petroleum reserve and the private reserve.
