This paper introduce the idea of using the semi_practicality simulation method to construct simulation testbed o of C3I information system. This method can realistically present realize world complicated C3I system in the laboration.It also provides an experimentation development environment for developing,constructing,managing and utilizing C3I information system.Using this mode may construct a low cost ?high fidelity simulation testbed of C3I information system..This testbed may simulate different size integration simulation environment of C3I information system by flexibly joining each other.
