针对国家自然科学基金项目评审的实际情况 ,设计了应用属性层次模型 (Attribute HierarchyModel,简称 AHM)评价受理项目的具体实现步骤 ,使项目的评审更加趋于公正、合理 .

The method of Attribute Hierarchy Model (AHM) is one of the effective methods of synthetically analysis and evaluation to an object. In this thesis, using AHM method, a program for evaluating projects applying National Natural Science Fund is designed. It can make the evaluation more fair and reasonable. Meanwhile, a easy way to solve a complicated problem of unstructured decision making is given.
