Reconfirming Crucial Links and Realizing New Breaches In Pushing and Deepening Western China's Development

本文集中分析和阐明了进一步深化西部大开发的两大关键问题 :一是进一步推进和深化西部大开发的着力点问题 ,主要涉及产业开发着力点、赶超战略着力点和大开发目的性及其着力点等等。二是推进和深化西部大开发迫切需要实现的“四大突破” ,即 :传统体制和观念、传统的大开发框架与模式、传统的分配激励机制和传统开发区域界限等等。

In this paper the author analyzes two important problems concerning on the Western China's Development. The first one is to reconfirm the crucial links, the industrial development strategy, the overtaking strategy and the motivation of the development, which are affecting the successful development in Western China. The second one is to figure out that there are four new breaches as more important than the others:traditional systems and consciousness, old development roads and models, outdated distributional and stimulating mechanisms and orthodox development regional conceptions. These are the key points for further pushing and deepening Western China's development.
