就大中型水利水电工程建设中观测项目专业的有关一般定义、业主和承包商的一般责任和义务、专业监理工程师、专业监理的依据、主要工作细则、支付、处罚、争议和仲裁、验收和移交等9个方面编制了条例及细则,力求既符合观测项目的专业特性,又符合国际公认的"FIDIC"条款,并具有可操作性.

The supervision regulations concerning the monitoring activities in the construction of large and mediumsized water conservancy & hydropower projects are worked out, covering the definition, responsibility and duty of owner and contractor, specific supervision engineer, specific supervision basis, detailed main working rules, payment, punishment, dispute and arbitration, acceptance and delivery. The regulations and detailed rules shall conform both to the professional characteristics and to internationally accepted 'FIDIC' provisions.
