摘要
对水资源的特点以及现有的水权理论进行了总结、分析 ,在此基础上构建了水权界定及分配的框架结构 ,提出了水权界定及分配的实现途径及其管理模式 ,总结了水资源供需分析是水权界定及分配的依据 ;建设安装有效的计量设施是水权分配的基本条件 ;完善的水利法规是水权分配的保障。
Based on summarizing and analyzing the characteristic of water resource and theory of water right in existence.Planning a frame structure for defining and distributing water right,then proceed to the next step get the way and the manage mode for defining and distributing water right.Finally draw a conclusion about defining and distributing water right:supply and demand analyzing for water resource is foundation,build effective installations to measuring water is qualification;perfect law and regulations of water is safeguard.
