Develop the Talent Resources and Promote the Development of Qinghai

西部大开发成败的关键在于人才,这已是西部人的共识。本文在分析青海人才资源现状的基础上,提出了青海人才资源开发的几点对策:1.以观念创新为先导,用新的工作思路和方式开发人才资源;2.加强教育和培训,提高人才队伍的整体素质;3.运用市场机制,促进人才的合理流动和有效利用;4.结合实际,眼光向内,稳定现有人才;5.大胆开拓,眼光向外,引进人才。

Talents play a key role in the west open-up policy of China,which is the common sense of the western people. On the basis of analyzing the current condition of Qinghai's talent resources, this article puts forward some measures about how to develop the talents of Qinghai. First,make the creative new ideas as guide,to develop the talent resources by using new working train of thought and methods. Second,strengthen education and raise the quality of the whole talent group. Third,by using the market mechanism to promote the rational floating of talents and make an effective use of the talents. Fourth, combine it with practical situation, and stabilize the present talents. Fifth, innovate bravely,and introduce into talents from the outside.
