我国中小城市要突破建设资金短缺瓶颈 ,全面提升综合竞争实力 ,实现持续、健康、快速的发展 ,必须树立整合经营城市的全新理念 ,采用连锁效应、优势带动、合作开发和城市形象等策略 ,充分发挥中小城市的个性特点 ,科学定位 ,发掘优势 ,并选好突破点 。

In order to break through the impediment to the construction funds of small and medium cities in China, to promote comprehensive competition strength and to develop continuously, soundly and rapidly,we must set up a new concept of managing our cities in conformity and adopt the strategies of chain reaction,superiority drive and opening up cities in cooperation. We must also bring the characteristics of small and medium cities into full play and develop characteristically by fixing position scientifically,exploring superiority and selecting the break through point.
