The bsic problem of sustainable development is the unitliation of natural resources and the bettering of the environment.The great pressure of development and the basic demand of keeping the sustainable development of economy make it essential to transfer the superity of resources into economy and realize the sustainable utilization of resources.This article discussed in depth the relationship between resources compe temce and the regional economy society development on one hand and discount rate of the utitlization of resources on the other.It also brought out the utilization strategy of natural resources under the frame of sustainable development.
