结构变动是经济增长的重要动力。面对区域间的产业结构扭曲,只有以制度创新为基础,产业结构调整为核心,积极培育多元化的投资主体,规范地方政府行为,大力发展本地的教育事业,加强中央财政的转移支付,我国国民经济才能克服区域产业结构失调的现象,使西部落后地区的经济尽快起飞,缩小与东部地区经济差距。

The transformation of economic structure is an important factor in promoting economic growth.Confronted with the deformed industrial structure,only on the basis of system inventing,and in the meantime,taking adjustment of industrial structure as the core,encouraging the springing up of multiple investment bodies,keeping the behavior of local governments to the standard,developing local education causes and strengthening central government's fiscal shift in payment,can we overcome various problems which are stemmed from the maladjustment of industrial structure,and make the western economy get off to a flying start and catch up with that of the east.
