我国西部地区高新技术开发区的发展对策研究

A Research on Development and Countermeasures of New-and-high Tech in china's Western part

加速我国西部高新技术开发区建设与发展,带动地区高新技术的发展,是落后地区实现跨越式发展的迫切需要。本文针对西部地区高新技术开发区普遍存在的几个主要问题,就理顺和强化开发区管理体制,多渠道解决资金投入不足,降低土地价格和减免不合理收费,留住和引进人才并充分调动其积极性与创造性等方面,提出一系列具体的对策建议。

Quickening the construction and the development of the new and high tech in China's western provinces and thus giving impetus to the upgraing of those areas' new and high tech are the two fundamental ways dealing with the bringing up of the leap-type development of those backward areas.Aiming at the main issues that exist in those new-and high tech developing areas, this article puts forward a series of countermoves and suggestions in straightening out the managerial system, solving the financial investment, lowering the price of land and the deduction or even excemption of the charges and carrying out efficient encouragement of the quailfied personnel.
