经济运行规则表现为经济运行系统内各相关因素相互作用至彼此容纳而形成的动态平衡态势。经济形态的演进、市场经济对计划经济的逐步取代以及中国和俄罗斯经济改革的成与败,从理论和实践两个角度支撑了这一理论的成立。动态平衡态势理论与一般均衡分析方法的根本区别在于它们所支撑的理论依据不同,后者以牛顿力学作为理论依据,前者则以量子力学作为理论依据,它服从测不准原理而呈统计规律。市场经济通过市场机制实现社会资源配置的最优化和效率的最大化是遵循了动态平衡态势规则。动态平衡态势既是经济呈良性发展的内在要求,也是评判一种经济模式是否先进的标准。

Economy working rules have appeared that inside the economical operating system,when mutually related factors interact to each other and then contain each other,there comes the dynamic equilibrium state.The theory is upheld to two angles from theory and practice by the process of economic forms,the gradual replacement of planned economy with market economy,and the success or loses of the economic reforms in China and Russia.Difference between dynamic equilibrum state and general balance analysis method lies basically in the theories they held.The latter is based on Newton's Mechanic Thoery while the former on Quantum Mechanics,which obeys the Surreyforbidden Principle and then assumes the statistics law.It is following the dynamic equilibrum state rule that market economy,by way of market mechanism,realizes the most optimization of social resource distribution and the fully spent efficiency.The dynamic equilibrium state is regarded as the inherent requirement of the positive development of economy as well as the standard to assume whether an economic model is advanced or not.
