中国制度变迁方式转换的顺序及政府在制度变迁中的作用——兼与杨瑞龙教授商榷

Transfer Sequence of Chinese Institutional Changes and Functions of Government——Also a discussion with Prof. YANG Rui-long

对政府在制度变迁中的作用的有关文献进行了综述 ,尤其是在中国制度变迁方式的转换顺序这个问题上提出了与杨瑞龙教授不同的观点 ,即中国制度变迁方式转换的顺序应该依次经过需求诱致型、中间扩散型和供给主导型。同时 ,对地方政府和中央政府在中国制度变迁中的作用进行了论述 ,也提出了某些与杨教授不同的观点。

This paper makes a summarization about some documents on the governmental functions in the institutional changes, especially puts forward some different opinions from Prof. YANG about the transfer sequence of Chinese institutional changes, i.e. which should follow the cause of demand, the spread in the middle, and the guiding of supply. Meanwhile it makes a comment on the functions of local and central governments in the Chinese institutional changes, and also gives some different opinions from Prof. YANG as well.
