In the 21st century,the world education is encountered with developing challenges and opportunities. Education is going into the new developing stage. Closely related to the development of the human society,P.E.,the scientific formulation of educational goals becomes particularly important. This paper proposed new thought on establishing P.E. goals from social,environmental,individual and scientific quality aspects in order to offer theoretical references.
