Xiong Xiling was the founder of the Western (current) Affairs School and the Lilin Porcelian School. Moreover, he was the person in charge of the China Education Improvement Agency and the leader of the branches of agriculture, industry and commerce. In addition, he was appointed the Premier of the State Council and concurrently the financial cabinet minister of the Northern Warlords Government. The article proves that the statements and actions of his early years in Hunan Province concern not only the educational but also the industrial and commercial management. Some of his management principles had approached the international level of the scientific management movement in the early 20th century.
