论西部荒漠化治理中的企业参与——以宁夏为例的分析

企业参与荒漠化治理的外在效应主要表现在 :丰富荒漠化治理的投资主体 ,增大治理投入 ;整合荒漠化治理资源 ,提高治理效果 ;促进生态建设与区域经济发展的有机结合等方面。要想在西部荒漠化治理领域聚集更多的企业 ,重点在于 :加大政府对企业治沙行为的支持力度 ;建立生态补偿基金 ;充分利用东西区域间的资本流动 。

The external effect of enterprise participation of desert govern mainly display following aspects:(1) Enriching the main invest body of desert govern and increasing the state throw;(2) Integrating the resource of desert govern and improving the governing effect;(3) Promoting the organic connection of ecological construction and district economic development,and so on.In order to gather the more enterprises in the West desert govern,we should do as follows:giving more supports to the behave of the enterprises governing desert by state;establishing compensates funds of ecology;cultivating the strong enterprise groups by fully using the invest flow between Eastern districts and Western districts.
