四川省高等级公路环保现状与存在问题

Achievements and Problems of Environment Protection to Highways in Sichuan Province

自 1990年以来 ,四川省高等级公路发展迅速 ,已建成近 2 0 0 0公里。同时 ,公路环保也取得了很大成就 ,所有高等级公路都编制了环评报告书 ,边坡、中央分隔带和互通式立交区的绿化率达 70 %以上 ,路边 3 0m范围内重要敏感点或迁移或受到保护 ,服务区污水处理后达标排放 ,取弃土场施行绿化或复耕 ,水土流失得到治理。但建设期的环境管理还有待加强 ,环保、绿化技术尚须进一步提高 。

Since 1990,high grade highways of Sichuan Province have developed rapidly.Meanwhile,it has got great achievements on environment protection to highway.EIA has been done for all new constructed highways.Greening rate in the areas of side slope,central separation strip and interchange reached to 70% above.More sensitive spots within 30m apart form the shoulder of road have been protected or moved.Wastewater from service stations had been treated to meet standard requirements before it was discharged into water bodies.In order to control soil loss,planting or secondary ploughing was taken to borrow pits or dumping sites along highways.However,there still are some problems existed in environment protection to highway.For an example,environmental management has not been put a high position during construction of a highway.Moreover,technology of environmental protection,especially greening technique,are relative low.Environmental supervision has not been put in practice,at all.
