In neglecting the developing country' s comparative advantage,the development strategy in the traditional industrialization has resulted in Growth without employment in many countries.This kind of problem has also appeared in China.The 16 th Congress of CCP resolves to take the road of New Industrialization,which will provide a new way of thinking for alleviating the increasing employment pressure.
