关于海港证件管理工作规范化的探讨

On Standardization of Seaport Certificate Management

海港证件管理工作是海港边防检查站的一项重要职责,也是区别于空港、陆港边检业务的明显特点。目前,尚未建立起全国性的海港证件管理工作规范,导致各地在具体操作上还存在差异,部分民警对其重要性、全面性、操作性的认识还存在不足。因此,笔者结合工作中的一些体会进行了探讨,提出了加强法律问题研究、构建科学规范的工作体系、设计工作流程与表格等相关建议,目的在于使海港证件管理工作适应当前海港边检工作逐步走向全面化、科学化、规范化、效率化的发展要求。

As the most important responsibility and task of seaport frontier inspection station,seaport sertificate management is unique compared to border control operations and airport-control operations. As long as vessels of foreign nationality stay in the seaport, application and management of seaport relevant certificates/approvals is involved. But most immigration police officers have limited understanding of the importance, comprehensiveness, and operability of seaport certificate management.In order to improve the standardization of seaport certificate management, the author has put work experience into his discussions on the relevant operation procedures with a goal of adapting seaport certificate management to current seaport inspection work and meeting the development requirements of comprehensiveness, scientificness, standardization and efficiency.
