Analysis and Enlightenment of Coast Guard Talent-cultivation Strategy in Seven Nations

海警人才是海上维权执法实践的行为主体,海警人才培养质量直接关系到我国海警的维权执法能力和应对水平。本文在梳理美国、加拿大、英国、日本、韩国、越南和菲律宾等7个国家海警人才培养基本情况的基础上,着重对其海警人才培养举措进行战略分析,并提出了我国海警人才培养策略。

Coast guard talent is the action subject in safeguarding the ocean rights & interests and conducting the law-enforcement on the sea; its quality affects the rights & interests safeguard and law-enforcement ability and management level for China coast guard. Basing on carding the basic information of coast guard talent-cultivation in America, Canada, Britain, Japan, Korea, Vietnam and Philippines, this paper makes a strategic analysis to their coast guard talent-cultivation measures, and proposes the strategy for China coast guard talent-cultivation.
