新形势下海上违法犯罪活动防控探析

On Maritime Crime Prevention in the New Situation

当前我国海上违法犯罪活动流动性不断增强,违法犯罪活动日益猖獗;参与人数增多,犯罪活动组织日趋严密;跨国(境)犯罪频发,犯罪工具日趋智能化;这其中既有群众存在错误认识的影响,也有沿海地区基层基础工作薄弱,违法犯罪行为难以查处的原因;加强海上防控应坚持群众路线,打牢海上防控的群众基础;严格防控措施,夯实基层基础工作;加强情报调研,掌握防控工作的主动权;加大打击力度,依法严惩违法犯罪活动;完善合作机制,形成打击违法犯罪的合力。

With increasing liquidity of maritime criminal activities, the criminal activities become more rampant. More criminals get involved and the criminal activities become more organized.Transnational(trans-border) crimes become normality and crime tools are more intelligent. The reasons leading to the difficulty of dealing with maritime criminal activities include both influence of the wrong understanding of the masses and the weak work basis in the coastal area. Therefore, this paper suggests that many measures shall be taken, including strengthening maritime prevention and control by adhering to the mass line; strengthening grassroots work with strictly control measures; strengthening intelligence research so as to better handle the prevention and control work; intensifying the action of fighting crimes and punishing the illegal criminal activities in accordance with the law and improving the cooperation mechanism so as to form a joint force to combat illegal crime.
