社会信任视域下微商治安治理研究

On Public Security Governance Of Wechat Business from Perspective of Social Trrust

微商是一种基于移动终端的社交经济。社会信任是微商经济发展的基础,但由于缺乏有效的监管和法律约束,该种商业模式极易被犯罪分子利用进行违法活动,对公众生命财产安全和社会信任的产生危害。微商的治安治理应当走协同治理之路,需要立法、工商、监管和公安部门等部门的协同,更需要微信运营商的通力配合,当前微商的治安治理的路径在于完善立法监控,建设微商实名认证体系,构建产品准入和抽检机制,将商户纳入公安征信平台,同时应健全移动支付监管,保障交易的安全性。

Wechat business is a kind of social economy based on mobile terminals. Social trusts lay foundation of the economic development of Wechat business, but due to lack of effective supervision and legal binding, this business mode is quite easy to be used in illegal activities by criminal offenders, which does harm to the security of public life and property, and social trusts. The public order administration of Wechat business should be collaborative, which means it needs the cooperation of legislation, industry and commerce, supervision, public security departments, etc., and more needs full cooperation of Wechat operators. The approaches of the public order governance of Wechat business at present are to improve legislative monitor and control, set up a real name certification system,construct a products access and spot check mechanism, and make merchants be assessed by the credit investigation platform of public security. Meanwhile, the regulation of mobile payment should be improved to ensure the security of transactions.
