浅谈我国海警部队法律顾问制度的构建

海警部队构建法律顾问制度是深入推进依法治军从严治军的重要内容,是践行社会主义法治理念、保障法的实施与实现、履行国际义务顺应国际趋势的必然要求。当前海警部队法律顾问制度的构建面临一些难题,相关法律规范、人才选拔机制和编制体制设置均不完善。需要尽快制定《海警部队法律顾问管理规定》,明确海警部队法律顾问的工作原则、选任条件、职能范围、权利义务和管理制度等。

The establishment of the legal adviser system by the Marine Police Force is an important part of thoroughly advancing the policy of running the army strictly in accordance with the law, and is an inevitable requirement for the implementation of the socialist concept of ruling by law, guaranteeing the implementation and realization of law, and the fulfillment of international obligations in conformity with international trends. At present, the construction of the legal adviser system for the Marine Police Force faces some difficulties, and the relevant laws and regulations,the selection mechanism for talents, and the staffing system setting are not complete. We must accelerate the formulation of "Regulations on the Management of Legal Advisers for Marine Police Forces" and clarifying the working principles, selection conditions, scope of duties, rights and obligations, and management systems of the legal advisers for maritime police forces.
