海上维权执法学科体系建设的回顾与展望

Retrospect and Prospect of Discipline System Construction of Maritime Law Enforcement

适应建设海洋强国战略布局的党和国家机构、国防和军队改革已基本完成。在海洋方向,构建了武警部队为主体的多能一体、有效维稳力量体系,海洋维权维稳与执法面临全新实践和挑战,这些新质行动需要完善的学科专业体系统领和支撑。亟需综合分析海上维权执法方向的学科专业交叉、整合、渗透、拓展、延伸、衍生、空白问题,突破部门利益和行业属性藩篱与格局,前瞻高标协同布局,从海上执法、海洋维权、海上防卫作战、海上应急救援等方面构建学科专业,落实理论储备、人才储备、对策储备、行动储备,服务海洋强国实践。

The reform of the Party and state institutions, national defense and the armed forces,which aim to be adapted to the strategies of the marine power, has been basically completed. In line with the strategic requirement of performing multiple functions and effectively maintaining maritime stability, the PAP will work to improve a new force structure which highlights guard duty,contingency response, maritime law enforcement, counter-terrorism and stability maintenance. These new maritime operations need guidance and support of a perfect and professional discipline system.It is urgent to comprehensively analyze the interdisciplinary, integration, infiltration, expansion,extension, derivation and blank problems of maritime law enforcement, breaking through the barriers and attributes of departmental and industrial interests, forward-looking collaborative layout of high standards, building disciplines from maritime law enforcement, safeguard maritime rights and interests,maritime defense operations, maritime emergency rescue and disaster relief, in order to implement theoretical reserve, talent reserve, countermeasure reserve, action reserve, and serve the practice of maritime power.
