海警舰船ECDIS应用问题的对策研究

Research on Improving Application Ability of ECDIS in Coast Guard Ships

随着海警舰船装备的提升,ECDIS在保障舰船航行安全和提高海警维权执法工作效率方面发挥着越来越重要的作用。结合普通船舶海上交通典型案例,分析了当前海警舰船ECDIS应用过程中存在的相关航海人员实操技能不足、电子海图设备不稳定和海图数据更新不及时等问题。为提高海警舰船相关人员对ECDIS的实操技能和充分发挥ECDIS效力,本着海警舰船导航仪器应用不低于普通船舶原则,针对相应问题提出全方位强化教学培训、制定ECDIS应急程序和强制定期更新等切实可行的解决方案,降低ECDIS应用的风险隐患,进一步提高海警舰船的维权执法效率。

With the improvement of the Coast Guard ship equipment, ECDIS plays an important role in ensuring navigation safety and improving the efficiency of the Coast police ships. Combined with the typical traffic case of cargo ships, this paper analyzes the problems of the personnel's practical skills in the Coast Guard ships, the instability of ECDIS and the untimely update of chart data. In order to improve the practical skills of the relevant personnel in the Coast Guard ships and the full play of the ECDIS effectiveness, in accordance with the principle that application ability of the navigational instrument in the Coast Guard ships is not lower than in the ordinary cargo ships, comprehensive training, ECDIS emergency procedures and mandatory regular updates are proposed for the corresponding problems. And practical solutions reduce the risk potential of ECDIS applications, and further improve the efficiency of law enforcement and rights enforcement on the sea.
