中国海警反海盗国际执法合作问题探究

Research on International Law Enforcement Cooperation of China Coast Guard in Countering Piracy

海盗是当今世界上对海洋安全威胁最大的国际犯罪行为,其常出没于世界各国对外联系的重要海上通道,通过武装暴力等手段谋取所得,对国家安全和经济发展影响重大。我国应以中国海警为主体,通过完善相关法律、对接各国海洋政策、构建新的反海盗合作机制等方式,积极开展反海盗的国际执法合作,为"21世纪海上丝绸之路"建设保驾护航。

Piracy is one of the most serious international crimes threatening maritime security in the world.It often occurs in the important sea passages of foreign contacts around the world.It gains income through armed violence and other means,which has a great impact on national security and economic development.China should take the China Coast Guard as the main body,actively carry out international law enforcement cooperation against piracy by improving relevant laws,docking the marine policies of various countries,and building a new anti-piracy cooperation mechanism,so as to escort the construction of the"Maritime Silk Road in 21st Century".
