浅谈我国海警海上维权的内涵

Connotation of China Coast Guard's Maritime Rights Protection

2018年6月22日,我国海警队伍整体划归中国人民武装警察部队领导指挥,组建中国人民武装警察部队海警总队,对外称中国海警局并统一履行海上维权执法职责。目前中央仅对海警执法职责做出具体解释,但维权方面相关规定实属空白。其中对于海警海上维权职责部分的内涵应从以下四个方面理解:一是捍卫海洋领土主权,二是保障海上交通安全,三是维护我国海洋资源,四是拓展我国海外利益。

On June 22,2018,China’s maritime police force was reorganized to form the coast guard corps under the leadership of Chinese People’s Armed Police Force.It is known as China Coast Guard and responsible of the maritime rights protection.Currently,the central government only explained the law enforcement duties of China coast guard,but there is still no legislation on rights protection.The connotation of maritime rights protection should be interpreted from the following four aspects:safeguarding the maritime sovereignty,ensuring the maritime traffic safety,safeguarding China’s marine resources and expanding China’s overseas interests.
